This book provides a study of the war by Liberation Tigers of Tamil Eelam (LTTE) to create a separate state in Sri Lanka. It examines the ways in which this war should, in principle, have invoked 'Responsibility to Protect' principles, as well as the political, legal and practical problems involved and, ultimately, why the international community failed to act. Over the years there have been several events, including those in Rwanda, Sierra Leone, Timor-Leste, Darfur, and Kosovo, that have led the international community to accept a responsibility to protect. However, despite its overwhelming preliminary endorsement, the principles of this concept are still not universally sanctioned and there are some strong international opponents, including some countries that were initial signatories of the convention. By considering the example of Sri Lanka, the text focuses on what conditions could satisfy or demand the application of responsibility to protect. It further presents a case as to why this conflict was, and may still be, the normative responsibility of the international community. This book is about the issues and challenges facing the implementation of the Responsibility To Protect (R2P) principle in the case of Sri Lanka. There have been numerous events in recent years that have led to the acceptance of R2P, including Sierra Leone, Darfur and Kosovo. In the post-Cold War period separatism has been on the rise. Today, there are more than 100 active separatist movements, with around 70 of them engaging in violence. This book focuses on examples from Europe, the Middle East, Africa, and Asia to highlight the commonalities found across the case studies. It examines the idea of separatism, to better understand what drives movements to break away from preexisting states; demonstrates the factors which produce both violent separatism and the rise of armed non-state actors; and shows the options for the resolution of such conflict, based on considering claims for separatism from the perspectives of separatist movements. The collapse of the authoritarian New Order government of President Suharto weakened the state and the armed forces briefly lost their grip on control of the archipelago. However, under President Megawati, the military has again begun to assert itself, and re-impose its heavy hand on control of the state, most notably in the fracturing outer provinces. Based on extensive original research, this book examines the role of the military in Indonesian politics. It looks at the role of the military historically, examines the different ways it is involved in politics, and considers how the role of the military might develop in what is still an uncertain future.

As the Spanish were preparing to leave colonized Western Sahara in 1975, Morocco invaded, sparking a war with the Western Saharan Polisario Front. About 70% of Western Sahara was occupied by Morocco, which stations up to 140,000 soldiers in the territory, primarily along a 1700 kilometre long sand berm that is protected by one of the world's largest fields of landmines. In 1991, Morocco and the Polisario Front agreed to a truce ahead of a referendum on Western Sahara's future. However, Morocco has since refused to allow the referendum to take place, and has begun the extensive exploitation of Western Sahara's non-renewable natural resources. This has both highlighted the plight of the Saharawi people who live in refugee camps in Algeria and in occupied Western Sahara, and pushed the Polisario Front back to a position where it is openly canvassing for a return to war.
